The lobby of the Broward County Governmental Center in Fort Lauderdale has the air of a neighborhood fair these days as promoters of the Broward Caribbean Carnival display their colorful wares. At left, Scott Medvin and John Mazerelle set up one of the many displays for the carnival, which is scheduled to open in October here.
